THE POSITION

This position will serve as the Foster Care Coordinator and perform advanced caseworker functions pertaining to the administration of foster care services.

EDUCATION/EXPERIENCE

Two years of experience as a County Caseworker 2; or A bachelor's degree in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences and three years of professional social casework experience in a public or private social services agency; or an equivalent combination of education or related experience which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social service.

Necessary Special Requirement: Must possess a valid driver’s license.
 
OVERALL OBJECTIVE OF JOB

This is a social service position in a public children and youth services agency. Employees in this class provide service coordination to parents and children in an effort to help them attain a more satisfactory social, economic, emotional or physical adjustment. Employment of caseworker’s skills is important in order that essential information is obtained and utilized to counsel individuals and members of their families. Work is performed in accordance with established regulations, policies, and procedures. Specifically, workers in this position will assist the Quality Assurance Program

Specialist with licensure and audit of case files.
 
ESSENTIAL FUNCTIONS OF JOB

  1. Provides assistance to the QA Program Specialist to assure delivery of quality supports and services that meet state and federal regulations.
  2. Collects and analyzes data related to quality management indicators as assigned by the QA Program Specialist.
  3. Assists the QA Program Specialist in audit preparation, by reviewing and reading case records to ensure compliance with federal and state laws and regulations, as well as agency policy and procedures.
  4. Prepares reports, correspondence and other materials as requested by the QA Program Specialist.
  5. Assists QA Program Specialist and other HS Program Managers in conducting provider monitoring activities when necessary.
  6. Conducts surveys with clients and foster parents via in-person sessions, phone calls, and letters to assure delivery of quality services and compiles reports to provide to Administration including the findings.
  7. Attends Agency unit meetings to report on overall areas of needed improvement.
  8. Perform quarterly in-house licensure review of all open accepted for services cases.
  9. Attends Western Region Quality Assurance meetings hosted by the Child Welfare Resource Center.
  10. Participate in the On-Call rotation for afterhours emergency services.
  11. Provides a monthly report of training activities to QA Specialist and completes other reports as requested.
 
OTHER DUTIES OF THE JOB

  1. Attends staffing, training, and other meetings as required that are pertinent to quality assurance.
  2. Attends certification trainings as required under Act 151 of the Child Protective Services Law, Title 23 PA., C.S. and Chapter 6.
  3. May require on-going caseworker coverage as needed.
  4. Utilizes computer and other office equipment as needed, including video equipment.
  5. Utilizes Microsoft Office programs to develop training programs, supplements, handouts, tools, etc.
  6. Travels periodically, which may include overnight stays, as needed
  7. Performs other job-related work as required.
 
SUPERVISION RECEIVED

Receives continuous instruction and regular supervision from Quality Assurance Program Specialist regarding daily work duties.

WORKING CONDITIONS

  1. Works indoors in adequate workspace, lighting, temperatures, and ventilation.
  2. Works with average indoor exposure to noise, but subject to frequent disruptions and stress.
  3. Normal indoor exposure to dust/dirt.
  4. Works in conditions of potential outbursts or disruptive behavior of individuals.
  5. Travels frequently during all seasons and is exposed to outdoor elements, including snow and icy roadways.
  6. Works frequently outside the office and is exposed to above average dust/dirt/odors and smoke.
  7. Periodically works beyond normal work hours.
 
PHYSICAL AND MENTAL CONDITIONS

  1. Must possess the ability to record, convey, and present information, explain procedures, and follow instructions.
  2. Must be able to sit and/or drive for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, and reaching as necessary to carry out essential duties of job.
  3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job.
  4. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.
  5. Must be able to cope with the physical and mental stress of the position.
  6. Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.
  7. Must be able to pay close attention to details and concentrate on work.
 
QUALIFICATIONS

Clearances:

Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History,
Act 151 PA Child Abuse and FBI clearances prior to employment. All clearances must reflect acceptable results.
Must not appear on Preclusion Lists as defined by “Pennsylvania’s Medical Assistance
 
Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.”

  8. Must possess the academic knowledge and some skill in promoting therapies and social service work and skills with children and youth and families.
  9. Must possess knowledge of child development and the ability to conduct assessments and investigations.
  10. Must possess ability to provide structured and unstructured life skills instructions and guidance to individuals as needed.
  11. Must possess the ability to express empathy and understanding to all individuals.
  12. Must be able to interact effectively with children and youth, department staff, counselors, attorneys, and the courts.
  13. Must be able to work effectively with persons involved in the criminal and/or juvenile justice system.
  14. Must be able to rapidly establish rapport with individuals having behavioral health, substance abuse, or intellectual challenges.
  15. Must have some knowledge of the judicial and court system as it relates to child services.
  16. Must have transportation available and a willingness to travel for work-related job duties.
