Notice: The following actions have been discussed and approved by the Board of Commissioners but have not been approved for the meeting's minutes. These actions will be approved for minutes during the next Board of Commissioners Meeting at 10:00 a.m. February 26, 2019.

 

ANNOUNCEMENTS

  • Sheriff Munsee is hiring Rachel Kline into the vacant position of Clerk Typist II. Effective date: 2/4/2019. Salary: $11.60/hour.
  • Judge Arner is making the following actions in Courts:
  • Moving Marsha Adams into the position of Interim Confidential Secretary. Effective Date: 2/4/2019. 40 hours/week, salary: $14.05/hour
  • Hiring Lexis Twentier into the position of Confidential Secretary. Effective Date: 2/4/2019. 40 hours/week, salary: $12.50/hour
  • Adjusting Sharon Dunn’s pay rate to $13.59/hour.
  • Hiring Heather Reiner into the position of Receptionist/Caseworker at Domestic Relations. Effective Date: 2/4/2019. 35 hours/week, salary: $10.98/hour.

 

BUSINESS

1. Assessment/GIS – Reposition. Repositioning Lauren Elder into the vacant position of Interim Director of Assessment/GIS. Full time, non-exempt, 35 hours/week. Effective date: 2/4/2019. Salary: $35,000.

2. MH/DD – New Hire. Sarah Knepper to take the vacant position of Mental Health Program Specialist 2 / Deputy Administrator. Full time, non-exempt, 35 hours/week. Effective Date: February 11, 2019. Salary: $34,000/year.

3. Proclamation for Keystone Basketball Coach Greg Heath on his 600th win

4. Proclamation for Knox Fire Company on their 85th anniversary.

5. Resolution #3 of 2019 authorizing Ted Tharan, Chairman, as the designated representative to electronically sign, submit, and complete any documents related to the PEMA grant funding.

6. Giving the PA Friends of Ag Foundation $1,000 from Marcellus Shale funds for their “Mobile Agriculture Education Science Lab” to school districts within Clarion County

7. Resolution #4 of 2019 - Approval to apply for the Brady Tunnel, DCNR Grant Round 25 for $500,000 (50-50 match.  Match is already secured) due April 10th. 

8. Resolution #5 of 2019 - Approval to apply for the Brady Tunnel, CDEC Greenways, Trails and Recreation Program Grant for $250,000 (85-15 match.  Match is already secured) due May 31st.

9. Use MCM Consulting Group on an as needed basis to extract the GIS Information for the 911 center.

10. Multiple CDBG Subrecipient Agreements with East Brady Borough for the following projects:
    a. 2013 CDBG Grant – Purdum Street Sewer Line Replacement
    b. 2014 CDBG Grant – 2nd Avenue Sewer Line Replacement
    c. 2015 CDBG Grant – 2nd Avenue Sewer Line Replacement
    d. 2016 CDBG Grant – Grant Street Sewer Line Replacement
    e. 2017 CDBG Grant – Lehner Drive Sanitary & Storm Sewer Improvements
    f. 2017 CDBG Grant – Park Improvements

11. Tower Inspection from Robert Heathe PE, LLC, includes Structural Tower Mapping, TIA Inspection, Tower Analysis. Cost $7,250.

12. Match for EMMCO West Communications Projects Grant, EMMCO West pays 60% (13,206) and Clarion County pays 40%  ($8,804).

13. Approval of the county expenditures bills:
    a. General Fund, dated from January 23 to February 8, 2019   Total: $ 1,026,134.37
    b. Human Services, dated from January 18 to February 12, 2019 Total: $972,352.59
    c. 9-1-1 Checking, dated from January 22 to February 5, 2019 Total: $195,255.43

  6. Commissioners Office – New Hire. Rose Logue to take the vacant position of Special Projects Coordinator. Part time, non-exempt, no more than 29 hours/week. Effective Date: 1/29/2019. Salary: $25.42/hour.
